Why this is a model for evaluating policy

The lesson generalizes past health policy: when a program is oversubscribed, a lottery is both fair and a research goldmine — it manufactures a randomized experiment inside a real policy. Designing programs with evaluation in mind (random rollout, waitlists) is an underused idea.
