Does the lottery design fully support the causal claim?

The lottery gives random eligibility, which is beautiful. But not everyone who won enrolled, so the headline effects are usually intention-to-treat or LATE (via instrumenting enrollment with lottery selection). What's the cleanest way to communicate which estimand is being reported and why it's still causal?
